Difficult to determine the printing date because:

Curtin was Prime Minister from 1941 to 1943 with a minority Government and then Prime Minister until his death in 1945;
Ornamental telegrams were suspended in 1942 due to war-time restrictions and not re-introduced until the late 1940s.

Hence the date is probably 1941.
