Distinctive characteristics of this form:

heading is TELEGRAPHIC MESSAGE which is reverse printed;
font in heading is 3 mm high;
text about "No fees ..." in the octagonal box in the lower left corner had been the non-boxed vertical text in the previous format (EO-8);
no reference to date of use;
this format generally hasa printed Postmaster-General Frank Stamp - in blue (early dates) or in red (1896+).
seal on the reverse has no office printed in the centre oval.

	VC-EO-9A. Melbourne for local delivery 15 November 1893. Posted cover rather than delivered by messenger and so a Postmaster-General in blue Frank Stamp was applied. top octagonal: 13.5 × 56 mm lower octagonal: 5 × 47 mm. Seal: 22.8 × 31 mm Known used to 1903.
	Printed seal on the flap of delivery envelopes of type EO-9. The central oval was blank.
	VC-EO-9. Melbourne for local delivery 14 July 1896. Posted cover rather than delivered by messenger and so a red Postmaster-General Frank Stamp was applied.
	VC-EO-9. For delivery from South Yarra. 2 March 1889. Has a one hole Belt & Buckle date stamp. Cover front only.
