Unused delivery form for use with messages sent from Victoria.

The inference it is a delivery form is drawn from the words "Message for" which are usually used on delivery forms.

Although the form is nused, the reverse side has a summary of office work completed in 1870.

It may be that both this delivery form and the transmission form shown elsewhere were printed soon after the re-opening of the cable in 1869.
