has COMMONWEALTH OF AUSTRALIA heading as do the normal post-1917 Australian telegraph forms;
font and layout are the same as those used on the contemporaneous Victorian delivery form issued during the Interim period

text at the top is the same as for the Victorian form except the "Complaints" now go to the Deputy Postmaster-General.
