Heading and notes:	No form number. Heading is FOREIGN TELEGRAM.
Message area:	Blank.
Reverse side:	Blank.
Colours (text & envelope):	Blue on white.
Size of envelope overall:	80 × 137 mm.

Distinctive characteristics of this form:

two pale blue printed octagonals;
no image or crest on the reverse side;
the flap has a rounded peak and curved sides;
the design reflects ordinary rate envelopes designs from the Victorian colonial period although no use is recorded before the Interim period.

IVC-EO-2A.

Used for a telegram to the Russell Street Police station but no date.

Characteristics:

text in lower box is in small font;

Has same format for the heading and the NO FEES ... as VC-EO-9 and so a date of issue might be late 1880s or early 1890s.

The reference to Eastern was introduced after 1901 when the Pacific Cable began to operate as its competitor - so presumably the envelope was used after 1901.

IVC-EO-2B.

Used at East Melbourne on 5 June 1916.
