Characteristics:

  • text in lower box is in small font;

Has same format for the heading and the NO FEES ... as VC-EO-9 and so a date of issue might be late 1880s or early 1890s.

The reference to Eastern was introduced after 1901 when the Pacific Cable began to operate as its competitor - so presumably the envelope was used after 1901.
